At this point the damn thing is like a zombie. It just won't die.
It was voted on 4 times today and granted reconsideration.
BUT at this point we are holding from passing! If we can keep it in limbo, it dies on the 31st, no 87th chances!
PetPAC, CARPROC, Cal Fed, Save Our Dogs, CDOC and others are up in Sac working their tails off, armed with facts, figures, garlic, stakes, flame throwers and holy water. BUT WE ARE THE ARMY THEY NEED TO KILL THIS BILL.
PLEASE PLEASE DON'T LET DOWN NOW
Go here, and take the 10 minutes to call the listed legislators. EVEN IF THEY ARE NOT YOUR ASSEMBLY PERSON. These people will want other public offices someday, maybe statewide. They will get HAMMERED tonight and over the weekend by animal rights zealots in an effort to switch their votes to yes. Let them know how much we appreciate their decision to reject SB250. We need to be good all-weather friends to the politicians who are open minded and listen!

Subject: Forced spay/neuter bill still in play in California

Sorry to have to keep sending out these alerts, but the extremists are not sleeping so neither should we. Yep, the damn thing won't die.
It is being marketed now as a licensing bill. It is NOT. Your show, working, trailing dogs would all need an intact license. No part of the bill REQUIRES these to be offered by local authorities. It gives incentive to bust intact license holders. It makes it easy to deny or revoke intact permits or licenses.
Even going in the ring without tags on could lose you your rights to an intact bill.

IF it does NOT pass the Assembly by 11/31 SB250 is D E A D.
IF it does get the votes it needs in Assembly, it will go for a concurrence vote in the Senate, who passed it last year.
THEN it would go to the Governor's desk.
SO the best thing would be to kill it in the Assembly. The bill's progenitor, Judie Mancuso, hates anyone who breeds any animals, no matter why and has been vilifying them to the legislature. She is now rolling out her propaganda machine SO our legislators need to hear from reasonable pet owners about why this bill will hurt California citizens (voters!), increase pet relinquishment, create crimes and criminals out of people who have pets but limited income, and cost local and state govs a fortune.
But more than ANYTHING else, they need to hear a loud, clear NO from as many as possible.
Please CALL your Assembly person DAILY to ask them to vote NO.
Please FAX them if you have not done so yet.

This is an MSN bill, not a Licensing Bill
This will cost the State of California millions of dollars.
There is no exemption for service dogs in training.
There is no exemption for search and rescue dogs.
There is no exemption for hunting dogs in training.
There is no exemption for working dogs.
There is no exemption so that show dogs can be shown as required by AKC -
without tags.

We received word that California SB 250 (mandatory spay/neuter) was
amended on the floor of the Assembly today, with a claim that it will
make s/n more accessible to the poor. Presumably it's the
inconsequential amendments we received yesterday, which addressed
none of the objections to the bill.
An Assembly vote on the revised bill could be as early as tomorrow.
All Assembly members need to receive immediate calls or faxes from
their constituents, asking them to vote NO.

Surprise, Surprise. The Humane Society of the United States (HSUS) has named Senator Dean Florez, author of SB 250 the “Mandatory Pet Sterilization Bill”, Legislator of the Year in California. Previously, HSUS has consistently denied supporting SB 250 and Senator (also Lieutenant Governor candidate) Florez’s attempt to strip away pet owners rights.
Now the truth has been revealed and it gets worse. The same day that HSUS announced Florez as Legislator of the Year, they also announced formations of an HSUS Legislative Fund to support statewide candidates who support their issues and oppose those who do not.
PetPAC needs your help to fight mandatory sterilization. Senator Florez has announced his intentions to pass SB 250 when the Legislature convenes in less than 60 days. We must be ready to defeat SB 250, a bill which will result in more dogs and cats being killed, and will tax pet owners.

Subject: It's Halftime for SB 250

Senate Majority Leader Dean Florez, author of SB 250, the Mandatory Sterilization Act, announced that SB 250 is on hold until January, and he has urged his supporters to use this “halftime” to try to gain the 13 votes necessary for passage in the California State Assembly.
Well if it’s halftime on SB 250, let me share a pep talk with OUR supporters. Help PetPAC defeat mandatory sterilization by contributing to our “No on SB 250” fund. The fund will be used to continue to build opposition to this irresponsible and unfair legislation which will result in more dogs being relinquished to shelters and euthanized and cost taxpayers millions.
Senator Florez, who is running for Lieutenant Governor, claims PetPAC is falsely labeling this bill as mandatory spay and neuter. He also claims “no responsible pet owner has to worry that the ‘puppy police’ will come knocking at their door. No one is going to force you to get your dog fixed if it gets out of the yard once. This bill is a tool for local animal control...”
Apparently Senator Florez thinks we are all stupid and can’t read. Let’s look at the facts.
The official title of the bill states: SB250, as amended, Florez. Dogs and cats: spaying and neutering. Here is exact language in SB 250, “no person shall own, keep, or harbor, except as specified, an unsterilized dog, as defined.” SB 250 does require mandatory sterilization of dogs and cats unless you can afford to pay for an intact permit which may or may not be granted by the city or county.
Also the California Department of Finance analysis states, “The bill would also require sterilization of dogs (even with intact permits) upon the first violation of specified infractions...” Apparently, Senator Florez is now arguing an amendment he entered will only allow the “puppy police” (his words) to come knocking at your door and force you to get your dog fixed if your dog gets out of the yard twice.
Furthermore, language inserted in SB 250 strips away your rights by changing the term pet owner to “custodian” (a.k.a. guardian). This tactic is being spearheaded by animal extremists groups across the country. Under current law, the term guardians are considered merely temporary caretakers whose ownership can be revoked at any time and the state has authority to be involved in all aspects of guardianship.
SB 250 is not only about mandatory sterilization it is about forever changing the definition of pet ownership in California. And our opponents hope, as California goes so goes the nation.
